LC man who threatened to ‘shoot children at a school’ indicted by grand jury

A Lincoln County man was indicted by a grand jury for allegedly threatening to shoot children at a school last year.

Chad R. Miniard, 34, of Crab Orchard, was indicted by a Lincoln County grand jury on Feb. 13 on one count of terroristic threatening (second degree).

According to the indictment, on May 12, 2025 Miniard allegedly threatened to commit an act likely to result in death or serious physical injury by threatening to shoot children at a school.

Miniard was in possession of a handgun at the time the threat was made, according to the indictment.

Trooper William Watts testified for the Kentucky State Police.

Miniard’s bond was set at $10,000. He is to have no contact with school property.

The following people were also indicted by a Lincoln County grand jury on Feb. 13:

(Due to the ongoing investigation of LC Sheriff’s Deputy Ron Luster, people who were previously indicted upon his witness testimony have been re-indicted. The Commonwealth’s Attorney has called these “superseding indictments” according to court officials.)

• Sandy G. Whitaker, of Hurricane Ridge Road in Waynesburg, was re-indicted on 3 counts of knowingly abusing or neglecting an adult on Nov. 3 through Nov. 12. Chief Deputy Michael Mullins testified for the Lincoln County Sheriff’s Office.

• Devon J. McKnight, 28, of Maywood Road in Stanford: one count of strangulation (domestic violence) for allegedly strangling his wife on Nov. 23, 2025; one count of assault (domestic violence) for intentionally causing physical injury to his wife; and one count of violation of an order of protection. Officer Chase Marcum testified for the Stanford Police Department. Bond was set at $20,000. McKnight is to have no contact with the victim.

• Donald E. Miller, Jr., 50, of Ky. Hwy. 328 west, was re-indicted on one count of burglary for allegedly knowing and unlawfully entering a home on July 12 with the intent to commit a crime. He was also indicted on one count of first-degree sexual abuse for allegedly subjecting a minor under the age of 16 to sexual contact on July 12. Chief Deputy Michael Mullins testified for the Lincoln County Sheriff’s Office. Bond was set at $25,000.
